Troubleshooting M35A2 air pack issue

Last summer I replaced master cylinder and all wheel cylinders, took my time and bled the brakes and everything worked well when I parked it for the winter. This spring the brakes didn't feel right, hard pedal and very little stopping power. After checking the fluid level and linkage for the master cylinder I bled the brakes again with the help of an assistant, master cylinder is functioning properly. I removed the air pack and found that the air piston was not moving in the canister and the canister was badly pitted. Picked up a rebuild kit and new canister, cleaned everything and reassembled the air pack. After installing the air pack the air pressure will not build up in the tanks, it is coming out the vent tube and dumping in the slobber tube. The air compressor is working properly and builds pressure. What did I miss while rebuilding the air pack?
