Just because it has ring style hitch does not mean it is military only. Hint of age may come from company name and trade name of tires themselves. Good luck on ID Mark

It could be part of an ammunition trailer or the front end of a pole-pulling trailer. Looks like the tongue is telescoping. I'd spend some time with those terms and ones like them on Google -> Images.
