voltage output troubleshooting

Generator been sitting eight years, changed filters , new batteries and fired it off. Oil pressure is good but the rheostat is not able to control the voltage output. voltage gauge on panel and on outlet connection ​​is reading 330 volts and cannot be adjusted by voltage rheostat. ?? where can I start to check things out with a meter. Not a lot of experience with the electronic thing but willing to learn. ?? Can voltage regulator panel be repaired or does it need to be replaced if faulty. Where can parts be obtained? any trouble shooting guides available of the control panel instruments.
