Warn 18k winch severe duty wiring question

So jumping the solenoids a "no go", due to the potted design? I'm getting power to the green, black and white wires on the remote at 24V. I tried jumping the black to white, black to green, and green to white remote wires coming out of the solenoid but got no movement. When I moved the clutch lever to face outboard it allowed the drum to free spool but when I moved the clutch to face inboard I'm getting nothing. So disconnecting the OLI really doesn't matter because at a minimum even if the OLI is junk it should still spool out? The seller of this winch swore he field tested it and it worked but it doesn't seem like that's the case.....
