What are these tabs for?

For the life of me I cannot see any reason for thse tabs on the mub flap frame. What are they for?

I plan to remove and repaint the mud flap frames. If I could nto figure out what those tabs did, I saw no reason to re-install them.

Oh crap, I have a dropside, and I took these off when I pounded my splashguards back to flat from crumpled....now I better put them back on.

One of them grabbed the shorts I was wearing the other day and tore them. That is another reason I was going to take them off.
