Looks like a lift bracket. Mechanical Mule has a similar arrangement built in, not bolted on.

U shackles on front and back of truck fit those brackets.

place a pipe over this lift bracket and use your D shackle bolts from front or rear bumper D-rings to secure the pipe to the wheel/bracket.
use cable/rope/strap to pull yourself out
google "wheel winch" for examples...

We had the same arrangement on the Iltis jeep in the Canadian military which we called the 'unstucker kit'. The drums have to go on the rear because the real wheels can be diff locked so they spin at the same rate. The real wheels also can't turn laterally and inadvertently throw the rope off of the drum.

Wow....there purpose is in the TM, not to mention on the decal on the heater assy.
they are for tieing the truck down on rail cars, and they are only on the rear....
