Chances are it was for a radio.
Be careful when you follow it back to the source.
It could be "hot" all the time (unfused).

The two brackets are the attachment points for the radio shelf feet and the cut off cable is (was) the power feed to the radio. The other end is in the battery box and could be attached to either the batteries directly or to the power buss bar. As Mullaney said, they could be live unless they cut them in the battery box too so be careful. Get up under the truck and follow them from below and you'll have your answer.
