EXPLO Systems has a Environmental statement on their website that also lists the company principals, President, vice president and so on.
Take note that the owner is listed as a very American sounding mans name.

Someone is going to be doing some serious jail time once this all gets straightened out.

Between the LA EPA, the Fed EPA fines, the Government contracting officer is going to have to answer a lot of questions as to why Uncle Sugar wasn't receiving payment for the reprocessed M6 powder.

6 million pounds of M6 didn't get there overnight. This had to be a full systematic break down of contracting regulations.
