Wrecker Bumper - What are these holes for????

I am adding a step to the 543's bumper, I have noticed two sets of holes straddling the frame horns, they are about 1/2 inch. in diameter and 13.5 inches apart on both sides of the bumper. There is also a set of 1/4 inch holes centered over the winch cutout on the top and bottom lip of the bumper. Anyone know what these are for???

These would not be for hanging the wiffletree on would they, I have seen some of the WWII wreckers with wiffletrees mounted on the bumper. Does anyone with a M543 have these holes in you bumper??

The holes look like they came in the bumper, not add-ons. The two small holes in the lip of the bumper(center) look like something was mounted there?
