Can this adjustment on the voltage regulator be done while the generator is running?

My mep-803a voltage tends to fluctuate, around 5+/- volts depending on load. Anyone know what part I should be looking at replacing? Thanks, Matt

Thanks for all the information guys. I really appreciate it. Got all the wiring done and tested it out. Works like a champ. I used 50' of 4 gauge 4 conductor wire for the hookup. Also drove an 8' grounding rod and hooked it to the chassis ground lug.

I do have the Generac governor assembly and stepper motor but the throttle spring on the generator is so strong the stepper motor can't hold or even move the throttle. Unfortunately I'm not experienced enough at designing a custom throttle linkage to counter the heavy spring.
