Tie has got it right. After the run around I got with the DMV saing that i don't need the sf97, the state can issue a title. Then a couple of months go by and the state informs me that I do need the sf97 after all. I seen that it was one number off but I didnt need the hassle. I will see...

Have you looked into low profile strobes? I know they make 24 volt ones. They could be mounted front and back like on hiway maintenance trucks.
