This sounds like the insulating washer on the end of the armature is missing/destroyed allowing the commutator to short out on the end plate of the starter.

Well, that doesn't strike me as a very good way to trouble-shoot the system. However, if you have no voltage from the negative terminal of the forward battery to the positive terminal of the rear battery, then they must not be connected to each other. Check the cable and ends for breaks.
Wouldn't it be possible to jump start a 24v cucv with 12v? If the lights were left on and killed the battery, it seems to me that only the front battery would be discharged. If that is the case, a 12v jumpered to the front battery should work fine. Am I missing something? :roll:

Before adjusting anything, I would check all your connections for corrosion. Also check the leads for voltage drop. This frequently indicates corrosion in the terminal ends. Check both the positive and negative leads.
