To jumpstart from your Dodge with two 12v batteries that is supplying 12v to the dodge truck you will need to use two sets of jumper cables and hook them up to the primary pair of batteries in the 923 hooking the cables up in standard 12v (so your supplying 12v to each battery from the Dodge's 12v)

Replace the Q-2 valve that is in front of the front axle mounted on the plate that has brake airlines going to it. I bet if you take it apart the plastic sealing ball has broken apart.
Drive the truck over to any commercial truck tire service place and have them hit them with their 1" impacts to get them moving. They will quite often do that for you for a couple of bucks.
