My bet is the Air Switch for the CTIS is broken (It is located on the wet tank usually next to the PPV) When the air switch is not working correctly the system will light but will not allow the PCU to open the inflate solenoid. Think of it like the PPV is for the wipers etc.
A clunk can occur upon stopping and starting due to "axle wrap" thus causing the drive shaft to momentarily bind in the slip joint. Usually the fix is checking and fixing problems with suspension bushings, replacing worn leaf-springs etc.
Sounds like you have a bad switch then if you are not receiving voltage at the pump when pushing the switch. Also have you tried to operate the washer pump using jumper wires directly to power/batteries to confirm that the pump is capable of working?
