I used the remainder of a tube of sealant that I used to hold in automotive glass. It flexes, does not freeze, very sticky, and allows the steel on the hood to move with the temperature changes, and comes in black. Used on a 1009 and 880 with excellent results.

Looks like a Bi-Centenial Michigan plate on the front from 1976. There were at least 3 AFB/ANG bases in Michigan in those days that do not exist now. Kinchloe, K.I. Sawyer, Wurtsmouth. All SAC bases I belive.

Gillespie 383. After about a year the gloss fades. Very forgiving to apply. I used Rustolium Very Rusty Primer as a base coat. An attempt to d/a sand the old CARC brush marks out was slightly effective from 33 years of baking in the sun. But she is named Old Ugly anyway.
As for transfering fuel from one tank to another, I suppose any 24 volt would work. The stock in tank pump is a bit like a mini sump pump and seems to move alot of fuel. Here is a thread on this type of discussion on the electric pump for replacement of the regular in tank pump from a few years...
