Since around 1981, the "standard" VIN is 17-digits. Nevertheless, most newer military vehicles (other than Blazers, pickups, Impalas, etc.) do not have a 17-digit VIN. So DMV's VIN-recognition software does not confirm FMVSS-compliance of the vehicle...

The same issue that affects milvehs (lack of certification label showing FMVSS-compliance), affects all vehicles older than 1969, as none of them have the label.
Same goes for non-conforming VIN, no vehicle older than 1980 has a 17-digit VIN.
