Okay, you're loosing me...just afraid to go that fast on tires 35" tall or afraid of the rpm? As I said, the rpm wouldn't be any worse than driving the stock truck on stock tires at 60mph or so.
How so? 35's would lower the rpms you were spinning at and these engines will spin along at their governor all day long really. They're not like a big heavy Cummins or CAT diesel that only goes to 1800rpm.
My 36's were actually about 34" and change tall but I drove that truck 3 hours doing...
33's can be fit on a M1008 with no lift, especially if you go with a narrower tire like a 285/75R16 or a 255/85R16 (33x11.25ishR16 and 33x10ishR16). A wider tire like a 305/70R16 (33x12ishR16) may give you slight rubbing problems.

When I had the 34-34.5" 36" HMMWV bias plies Big Ugly could do about 70 but it was screaming. Even 60-65 was rather high rpms and loud. Then I put my 38" 11.00R16's on and now it's a much happier vehicle at 65mph or so. I don't like 70mph without OD but I would happily cruise at 60mph all day...
The LMC lights aren't great but they are better than stock. I'd go with a PIAA or Hella light if you were really after max brightness.

Bolt pattern is the same, bellhousing is different as far as the mounting parts go.
The hydraulic clutch is prefered to the mechanical clutch also because if you twist the truck up offroad the mechanical linkage will bind and can go out of adjustment, even break. Hydraulic doesn't do this.

The TH400 was the only auto trans on the 3/4 ton and higher trucks of this body style from 1973 to 1990. In 1991 the 4L80E with the stand alone controller replaced it.

You could make the 11.00R16's fit easily enough. Just cut to fit and maybe 1" of front lift. That said...don't even think about it. You'll end up with a tired engine, broken axles, and a dead transmission. You're making too many comprimises with that setup...
A-You're asking in the CUCV forum, you should probably ask in the deuce and a half forum.
B-Put simply CUCV's are only 24v at the ignition system, the rest of the truck is 12v.
