MRAP wheels?
These have an 13" spread instead of a 11" that the FMTVs have. Someone mentioned they may be from the newer Caimen or the RG31 variant. They are steel and their weight is over 100# each

I considered that as well. Contacted manufacturer and was told that the speed ratings are only for full load rating of tire. So in short, I don’t believe I’ll ever fully load these tires out and if I ever did I sure the **** wouldn’t be going over 55.

2.) Better gas mileage if you limit your speed to 60 mph on long hauls.

Finally a solution:
The problem ended up being the HEUI pump.
The pump nut backed off the beveled sprocket and was free spinning. We cleaned, lock tite and torqued to 75 LBS.
Truck fired up and we are a few hundred miles down the road cruising at an average speed of 68.
Ok. CAT computer on.
