If you end up buying and parting this out, I'll purchase the fuel tank and straps. The M215 / M221 used a shorter / taller tank. Could also use a few other unqiue parts for my M215 dumper and M221 tractor.

I have had success using military sleeping mat foam as a replacement. Glue several layers together to get the correct thickness than install over the springs.

Updated progress
Slowly progress is being made on the M2 project. Frame and suspension parts have been painted. Attached 4 deuce tires to the hubs to roll it outside for painting. Assemble has begun on the suspension parts, used an ATV lift to raise the crab w / volute springs.
The tranny fluid has been changed, ended up using Pennzoil Hydra-trans fluid.
