Actually my local suburban headache is road weight restrictions that seem to pop up everywhere. Some of the bridge ones make sense... I suspect the weight restrictions on Canal Rd. are to keep the canal from slipping into the canal but some others are just crazy.

I'd bet the belts too. If you can get an ammeter and put it into series with the batteries, you can watch the system load. Generally you get a heavy discharge from the batteries, after engine starts the generator will load up to recharge the batteries, but in less than a minute the batteries...
