I see your unit has 2 batteries. Mine came with batteries that were dated 2010. They showed 11.5 volts and were a bit low on electrolyte. Topped them off with water and put them on a slow charge. They load test great. Maybe you will get lucky. If they are sulfated...

Start with a compression check. One of the members, NJ_Toolnut, makes an adapter for using the glow plug hole for compression checking. You want to make sure your engine is able to run properly. A compression check is the way to go. Send him an IM if you need an adaptor.
The original frequency meter uses a transducer. Your replacement one works off wither 120 or 240 V directly. If you find the original transducer and use the input side line voltage you can use that. I believe that is 120V but I am sure someone here can confirm or correct.

Auto manufactuers use air boxes that are designed to reduce noise. Maybe find one from a junk yard off a pickup truck to try. I am sure it will come cheap.
I found on my unit the fuel pumps did not work when I got it. Traced the problem to a loose screw at the terminal strip in the control box. I checked all the screws and about 1/2 were loose. I checked them on my second unit and I did find a couple that were loose.
The main fuel system has 2 pumps in series. The unit only needs one. The second pump is for redundancy.
