Eventually, it ate through and shorted a wire. In this case the wire was the "Energize" wire supplying the voltage regulator. The short burned through two other wires as well.

As the pedal / linkage moved up and down, it started rubbing the wires.

Here are the pictures for what caused my voltage problem. The engine harness comes up through the driver's side floorboard / foot well and enters the dash compartment just behind the throttle pedal linkage.

Success! It was indeed the tractor protect valve. Installed new one today. No leak. Pressure holds. Brakes good.

So, it does not appear to be either of the dash valves. I switched from the Brake TM troubleshooting to the Air System TM troubleshooting and it does appear to be the tractor protection valve. I was actually able to find one and will install it as soon as it arrives.
