Probably not but something else my be hinky with throttle control, i would get it primed back up, and recreate problem. Was emergency shut off bypssed during testing?
1, Electronic governor incorrectly installed, first guess
2. hand primer is on right side on fuel pump, near fuel filter. If you are repriming, crack fuel line at pump to help purge air
If you get tired of it, bring it to me. Not too smert on the programming side but i know a guy.

it gives the tm and pg number
Migginsbros had a very easy idea for a user map. create a subcatagory like chaplains corner, then each thread under that be a state, no chit chat, just names and locations.
just expanding on Migginsbros idea
i would control exchange stop switch to eliminate that question, or bypass.

i think mpu voltages need to be lower than 3v, yours might be too close to flywheel.
Does it look like the fuel cutoff/ throttle actuator has been removed? That is a pita to get installed correctly if removed.
also, guy posted colored schematic for this jenny. I cant find them now, will look more tomorrow
Is this a Marine corp set? Does it have silicon/anti tamper on every fitting?
check the wires that go to the fuel actuator.
check the magnetic pickup
change fuel filters.
what are the rheostats set at on speed control?
Old personal water craft trailers are good for that kind of uses. Better tires, axles, usually cheap, narrow like genny, light enough to move by hand if balanced correctly.
