That's a worthless mickey-mouse tank heater installation with the heated coolant being returned to the radiator instead of cycling through the engine block. Remove it & replace both upper & lower hoses as has been mentioned.

After a 'cheap thrill' of the relay sticking & a mad dash to disconnect the battery cables before a meltdown occurred I made the conversion. The conversion works well & I highly recommend it to avoid possible future complications & costs.
