I believe there are 2 or 3 different possible part numbers for the internal filter kit (filter and O-Ring). You simply need to take the serial number off the transmission and call an Allison transmission parts dealer (I wasn't able to locate a cross to the filter kit - Fram, Wix, etc).

If the M818 is a loud and rough as the M52A2, I would go with the M915 series. I love driving my M52A2 to pull trailers short distances but when it come to the long haul, the 915A1 is the only way.
I really like the idea of not having to display a tag. Of coarse, that is as long as it doesn't affect the $17.00 a year I pay for the tag - that is cheap by any standard.
73M819 is correct - I had a similiar issue 18+ years ago when I bought my 1953 Studebaker (gasser). Take the time and rebuild the carb - I was able to get the carb kit locally. As for adjusting, I don't remember ever seeing a detailed description on how to adjust these carbs. I will look...
