It is better to have the tires inflated to 30+psi. Higher pressure tires have less sidewall flex, and therefore less heat produced, and less likely to have failure due to heat. Underinflated tires, even in good condition, are much higher risk of failing; just ask Ford.

If changing from H to HL eliminated the sound, then I'd say there is a decent chance it is inside the transfer case. HL locks the transfer case outputs so they spin together, instead of having the differential type action.
