When you try to start it from the master switch, do you hear the K2 relay clicking? It's a small contactor buried out of sight, but it makes a distinctive "thunk" when it engages that is heavier sounding than the normal relays behind the gauge panel.
It's likely that the K2 is not operating...
I had the same problem and it was exactly as kloppk described. One IP was rotated too far CW and the pin/lever jumped out of the rack and jammed it.

The IPs should be fully CCW. Rotating them CW can lead to no-start or no-shut-down conditions.
No, the fan does not effect the IR gun, but it does lower the surface temp of the manifold you are measuring.
Pull the top, the muffler, and the air cleaner. Run the engine and crack open the high pressure lines, one at a time, and look for fuel being pumped on every cylinder. I'm guessing you have an IP that is not pumping.

Mine sitting directly on the dirt tends to dampen the vibration. If the concrete pad is not substantial enough, it could have the opposite effect and act like an impedence matching transformer, transfering more of the vibration energy to the ground.
