You should only have to turn the governor screw 1/4 turn. May be the compressor unloader needs to be rebuilt or there is an issue with the governor. I would lean towards the air compressor though.
No power to fuel solenoid, with the dash power on of course, then no start. You can clip a lead onto the left most connection and manually power it. Gotta be something going on in that breaker panel.
Once all the relays and breakers are correct you need to make sure you are getting power to the fuel solenoid with the main power on. If you have power there and are cranking strong the engine should start. If it’s not starting then you might have lost prime and you can push the primer pump...
I always thought the glow plugs were really 12 volt plugs even through the system was 24 volt the glow plug controller stepped the voltage down for the plugs. And when the box shorted out it would put 24 volts to the plugs and burn them out.
I have seen cartridges get clogged up and restrict air flow. With the new cartridge installed you want to run the pressure up and drain the tanks a bunch of times. Cycle the brake pedal a bunch. Really try to get as much moisture out of the system.
