That's right, the SF-97 can only be issued to the buyer from GL. Then it must be titled in that persons name before it can be transferred to you the final buyer.

I would guess that it is more than just dead batteries, from the sites I have been to they usually drive around with a slave cable and jump them, even the deadest (is that a word?) batteries will still fire up with a good jump. I had one that "didn't run" because it was actually out of fuel...
Are talking about the part that sits on top of the front diff that the two steel lines go into? I've got about 20 front axles that still have them on if you can't find one locally. I would think a local parts store should have one though.
