I think it's to "store" lubricant and when the cable is stretched it sort of greases the cables. I think. Not a wire/rope expert.
EDIT: I see Valence answered this with something that sounds more credible than my guess.

I will say this-I still have the wire rope on my first winch, I bought 11 years ago and it was treated in 2006 or 2007 and when I work the winch hard and the cable gets tight, it still squeezes grease out of the fiber core, so....................... I...

Any machine shop can do the heads.
There is a difference between "shaving" and "resurfacing".
Shaving is taking material off the entire bottom face of the head, in order to reduce to capacity of the combustion...
The Lube Order for the M44 series is confusing to me; it seems to call for both OE/HDO with is effectively engine oil and CW lube, which is chain and wire lube, which I assume in the civilian world would cross over to chainsaw oil................ (guessing).

It's unrelated, all those stupid F134 pulleys are out of whack and no one repros them and with them all being bent, I suspect a great many sling the nut off.
So, on the F134, the crank spins the cam via the fiber gear NDT mentioned. The cam then spins the oil pump, which engages with a gear halfway down the cam. The distributor shaft fits into a recess in the top of the oil pump drive shaft. The good thing about this is that there is no timing...
So I've got this truck I'm getting ready to sell. And I needed to rewind the cable since someone in a motor pool wound it backwards. And I needed to inspect the cable for kinks and damage and service it (lubricate it).
It takes a lot of room to unspool 200'! So I parked it in the front yard...

This is my system and it works well. The drums gets cleaned out with paper towels, then put in the parts washer. Spindles, backing plate, shoes, etc. get soaked with a degreasing solution and pressure washed.

So is your truck still 24V? Is the oil pressure gauge the stock one? Because if an aftermarket sending unit would work with the factory gauge, that would be fantastic, since the Newstar sending units are beyond worthless.
IMHO, CARC is the best bet. I believe it flakes because all these trucks have abysmal paint preparation. I have had several trucks that the military sandblasted and then didn't put any primer on! They shot the CARC directly onto bare metal. And all the other trucks I've had were maybe washed...
You can go look at the members map and see who is along your route. Some of those members participate in member assistance (like me).
