You'll end up cutting out the entire rocker panel and you'll end up having to do the area of the lower cowl (where the fender meets the cab). When you remove the fender to do this, you'll destroy the two captured nuts inside the rocker, so you'll be fixing them while you're in there as well...
Man, this is a lot of ground to cover.
First, the issue with current vehicles not being released (MRAP, HMMWV, etc.) are only part of the problem. I would like to see those restricted vehicles made available to the public, but I'm not going to waste any time or energy trying to make it happen...

First, check the oil level and make sure the crankcase isn't full of gas. Mule fuel pumps have a reputation for rupturing the seal inside the fuel pump and allowing the engine to fill up with gas.
Next, if it were me, I'd pull one plug at a time and see if it has spark when turning over. If...

I have never seen a standard set of pedals with only one notch. Not saying they don't exist, I just haven't seen them...
I think to adapt something off the shelf to something as weird and specific as a mule would require so much modification that you'd be better off just building something yourself.
I can't imagine how to put an effective ROPS on a mule without having to hack the poor thing to death.
