    You don't need the bottom loose to pull or install the inner cable. I done it many times. It can be a little tricky but nothing a few twists and turns won't quickly resolve. And when I said lube it silly I meant just that. Push it in and out a few times to get the lube thru and thru. Good Luck.

    Yes it can be done. I would not tell you to do it if it can't be done. They make speedometer cable lube. I also use cable lube and light grease. But speedometer cable lube worked best. Good Luck. Report back. Be Safe.
