Have you looked at the right side where the fuel pump hose connects to the fuel pump. Are the motor mounts bad and have a small hole or cut worn in the feed line. I seen that on my own vehicle already. No fuel leak just allowing no suction.

The voltmeter is could be as easy as a blown 10 amp fuse at the bottom of the fuse box. Replace that and look at how the charging system is working. Have the batteries load tested. They may be weak. And is this still 24 volt? Report back your findings and Good Luck.

To me the sound you hear and the lights dimming coincide with the glow plugs cycling. This happens after start up or when you have a faulty temperature sensor in the glow plug system. That is what my thoughts are on the issue you are describing. Good Luck. Be Safe.
