It's kind of difficult to do but a video would really help here, the word "grind" has a very broad definition..... Does the engine rotate at all under starter power?
Glancing very quickly (and not being a lawyer) at Massachusetts laws, I'd want a class B license, but if the vehicle is going to be an RV, the A3 falls well within class D, and I didn't see an axle restriction.

TM 9-2320-289-34, chapter 6, page 71 would be a good place to research, chapter 6-1 says to pull the shaft, but that may be for a different job covered further down the chapter, not necessarily the king pins.

One of those body plugs from post #3 on this thread would be your best bet, the absolute fattest one you can squeeze in, believe me those plastic fins won't let go....
Hope it helps, I googled for a part number and no go, I did find marine chain and fasteners for an aftermarket marine cap, maybe they're the same size. The TM should have the part number and/or specific fastener size.

I put 200 miles on mine with the lift pump inoperable, I wouldn't advise it but in a pinch it is possible, just puts a little extra "strain" on the IP. You will definitely notice harder starts if/when the truck loses prime, as it takes FOREVER for the IP to pull fuel from the tank, all the while...

I'm pretty sure even though they're different trucks, the wiring is the same. Now that you know every wire has a number/letter/tag, should another electrical issue arise, it won't be an issue for long.

Stock tires, but still gained an inch and three quarters. Might be worth checking in to.
What condition are the front leaf springs in? There was a post a while back where the truck was sitting raked like yours and new springs perked it right up. I'll try to find it and drop the link here.
