You Maryland guys need to organize, pick a leader who has good people and mgmt. skills and build a coalition of like minded groups (ATHS, MVPA {rofl}, etc.) and either defeat it or get it changed/amended.
We occasionally sell deuces but it is getting pretty difficult to find solid, privately owned deuces in that price range. There are some deuces on craigslist and one in particular that's cheap, if you have a way to transport it (I think it has no brakes).

Looks like the code says it won't fly. If they say it will, better get it in writing and talk to an attorney. Make sure your (reputable) attorney says that their written guarantee holds legal water.
Also, better have a legal fund, because at some point, if you find a way to squeak or sneak...
Good advice (for open seals).
I always have to look twice at closed seals, like the deuce front axle inner (example: http://www.steelsoldiers.com/deuce/8460-front-axle-seals-boots-stepxstep-6.html#post952505).
While it's disassembled:
Machine flywheel
Replace rear main seal and inspect crank for groove (use speedi sleeve if necessary)
Replace pilot bushing (it's a bushing, not a bearing)
Replace disc and pressure plate
Replace throwout bearing
Take the opportunity to clean the bellhousing and...
Not now, obviously.
Just thinking that in a pit like that, all sorts of stones/rocks/debris could have gotten into the bellhousing and broke a pressure plate finger.
Curious what comes out.
I don't know how to describe it, but the lip of the seal face the direction of the liquid you are trying to keep from escaping. Perhaps someone here can describe it better than I can. I know how to install a seal looking at it, but not a clear way to describe it.
