There are two main types of transmission controllers. The newer ones have no port for and therefore cannot accept the EEPROM chip.

I also question the V-belt, four pulley power steering unit with the updated alternator that I think should be belt driven.
Are you just going by the gauge, or did you test the voltage with a meter.
Could be bad gauge, corroded gauge ground wiring, bad gauge wiring, bad ground strap, or bad generator or bad regulator.

Is the TPS clocked properly? If out of position it can do this.
Also, check the basics… fluid level and filter.
Also make sure brake pedal switch is not screwing things up.
