Yes, the points capacitor could be your issue.
It may be shorted.
You can simply disconnect it, and see if you have spark (at the plugs), but don't run it like that. replace it if it's bad.
Mix a bit of your fluid with a bit of water in a small container.
Stir it up and wait a few minutes.
If it separates, you have silicone.
If it stays mixed and cloudy, you have dot3

How many do you need?
Most military trucks have right hand and lefthand nuts, depending of which side of the vehicle. I'm not sure about yours.

It needs glowplugs because it is what is called an indirect injection diesel engine.
By design, it needs them.

You can easily add your(or another) turbo to it.
It's basically the same as your motor without the turbo added.
Many people add turbos later(as did the military). It was added as part of a clean air kit.
