In addition to what was said about batteries, they can check good voltage wise but not support a large current discharge. Use a carbon-pile tester to check.
Start with the basics, how are they wired? Neg(-) of the first Batt to ground(frame/chassis), Pos(+) to the Neg(-) of the next Batt. Finally the Pos(+) of the second Batt to the starter?
Im leaning toward the relay getting stuck on, thats why I said to autopsy it. If your lucky its just a box issue.

Are you planning on one switch to activate all of them, one front one rears, or one for each locker?
Imho I would do one front one rears. Less clutter on the dash, but I know some want the dash to look like mission control. I'd love to have 3 arbs.
I transferred my power plug from the stock pump to the bradley. Do your test first as some of the stock pumps will need to be destroyed to get the power wire off.
