    USMC 00-08 makes a good point, and likely it is nothing to worry about. But consider that if you treat all suspicious ordnance like it's live, there's little chance you'll ever have to tell yourself later: - "I wish I hadn't done that". And letsled might be right, that casing MIGHT be empty...
