The Roloc discs work great, but..... Those fibers are one of the worst things you can get in the motor! Make sure you clean any extra flying about residue! And, they do remove metal, so go light....

Jack front end up. Apply and release brakes. Spin wheel ensuring drag present. Crack bleeder at caliper.... Spin again If drag goes away that means residual pressure is applying brakes! CLOSELY inspect hard lines. Have seen kinked/smashed lines cause problems, but not so common...
So, you've replaced everything...... Try backing off on master cylinder mounting nuts to ensure master isn't slightly applied at rest!
Have seen mismatched or incorrect parts more than once!
Belts yet? Only brand I personally use is Gates. (Believe NAPA is gates, rebranded) Many years ago I had a problem with a different manufacturer.... You'd consistently have to tighten initial and twice more shortly after. Was on fleet work and it was the norm.....
Keep the old ones for back-up...
Used the same speaker brackets! Have access to fabrication tools, but they weren't that expensive and my time could be better spent! Also sound deadened with 3m deadner, and hunk of jute padding up in the cab "crevice" behind speakers!
Your RPM calc is close. Going to the larger tires only nets 2-300 rpm, not substantial in my opinion! A .75 OD will get you roundabout 23-2400 rpm at 65 with a 33" tire

Belts, hoses, any rubber bits that may be old. Check/change fluids..... Anything that could leave you stranded in Bum you know what.... Parts are a lot cheaper when they're available and you're not broke down!
As for tires and lift, I would recommend NOT going that route. A re-gear or better...

Yep, there's an issue with the height of the rear cab mounts. BTDT with a frankentruck at the shop a while back. You'd need the earlier mounts, think the change/break was in the early eighties.... Order mounts for the 78, not the 84!
The late GM replacements came to the military same color as yours, grey! I've painted them and other vinyl interior bits with the SEM paint. It works very well, used it numerous times. Restores color if faded or for color change....good product I don't use there prep products, just generic...
Also, if you reframe it should be a one ton frame. Believe the 10/20 frames are different as the c channels are not as deep/tall.
Also check the transfer case (and everything else underneath) real good. Have seen front axle hits destroy transfer cases....

Generally believe frame pull is done prior to removing any panels or structure (ie rad support) . But. that question would be best answered by the person running the frame rack!
