So - you have replaced your fuel filter lately right.
You have taken the 3 bolts out of the top of the injection pump
to look into there and check for Debris or a FD governor ETC
check the return valve that has the rubber fuel hose connected to it
loops up into the air and down into the steel...
You get the transmission modulator 10- $12.00 MD-48 at Advance Auto Parts,
has brass screw in it, turn in or out. Replace all the vacuum lines like $5.00, bypass the metal line going to transmission - just use vacuum hose all the way down!

Take that plastic part off the vacuum control module that is mounted to the Injection Pump throttle shaft. I don't know why the military has this 2 line:roll: "Extension basically" This plastic part can be thrown into the trash or recycle it!
You remove it then hook up the lines right back in...

You also did remove the 3 bolts on top of the IP and remove the shaft that also has an Allen head type screw/bolt that holds the Governor Correct?
That throttle shaft has a two sided flat machined surface that the Governor...
There's a way to do it with a strap, if you try a wrong method you will screw up the brackets.
The most inner belt is a backup for the power steering and braking assist.
I cut mine off it was loser than heck.
I should have tightened it up with the adjustment brackets!

I replaced my seals on the throttle shaft. To remove the shaft it cames out to the side horizontally. You have to remove the intake manifold!!!

remove entire seat and frame/mount and just bolt it right into the same place.
If whatever I get doesn't bolt straight in can I just bolt it into the floor?
