CFL's do better under stress than incandescent... I believe the gas glows in contrast to a filament... startup is the only hitch I see with them... So on/off alot application would be less than favorable...
as if you couldn't tell... I'm an advocate of CFL's
I suggest you not only inspect it before purchase, but followup with post purchase inspection, as well as pickup inspection... If you want to make it more legit, should something go awry, make sure the GL person witnesses the changes (if any) also.

The SF97 is a form to prove you the possesor of said vehicle, so you can apply for a title in your state... I believe this can be accomplished through other avenues also.... Others can help there I'm sure... I went the SF97 route....
