Many are probably like me, and pick up themselves. When you pick up, you inspect, then sign that you received your complete order. I assume your shipper signed the same form. After that, you are stuck with what you got. I have never used a shipper, so the process may be different.
You can not buy new official Dex III, because GM no longer sells the license, the patent is expired, hence Dex VI. Dex/merc will be the closest to original.

The Caimans most LEOs are receiving are Caiman hulls that have been pulled and upfitted to the Caiman Plus chassis. I think they weren't real attentive during the upfit. While the chassis is at zero miles, everything in the hull may have been around the world.
Weren't the M35A3s and later A2s only speced at 5000# for both on and off road? For the A3, I assume it's the different bearings and the singled out wheels.
True, your ground plane doesn't have to be horizontal, or in all directions. HOWEVER, your antenna will not longer be omnidirectional, which is the goal of most CB antennas.

I'm pretty sure the dual antennas truckers put on their mirror brackets are no ground plane. The mirror bracket doesn't offer a useful ground plane. A ground plane should to be a horizontal surface, the length of the antenna in all directions, ie the middle of a steel roof.
