Relative 'safety' of the M998 is not the issue. The Big problem with trying to register a 'wannabe soldier' M998 is that the VIN number doesn't contain 17 digits & doesn't come up in the computer systems. This throws DMV workers into convulsions...

...the most important difference between the HMMWV & the H1 one is obvious - the H! was designed and certified for civilian use. It has the proper provenance from the Feds at the EPA/NHTSA/DOT that ALLOW it to be registered.

Because the H1 came through specific design channels & had changes made to it that appeased the Feds from the get-go... the H1 cannot be compared to the HMMWV, as even though ~ 99% of the parts are the same, AM General never had the HMMWV certified by the Feds for road use after the military was...
The imported Nissan Skyline R33/34's NEVER met regs established by the EPA/DOT/NHTSA... ever. Guys tried to bring them in on the coattails of the R32's that were converted by a couple Federally-certified importers - and the Feds have been scooping up/impounding/crushing the illegal Skylines...
While the wheels you're using look good, I would be very concerned about airing them down, as the rim 'lip' doesn't appear to go up on the side of the bead as high as it needs to be to support the bead. Compare the rim lip depth on your custom rims to the one on a standard military truck rim...
Changing to 'marine injectors' alone won't make a difference.
... there are no '40HP gain' injectors... it's rubbish.

Ray @ Helitool/Ugly Truckling has been making the conversion disc brake kits to install GM bits onto stock M37 axles... and Speedway doesn't carry M37 bits.
