I would think the wheelbase for the Deuce is plenty long enough to have the same radius for each of the rear steer axles. The tire scrub would be minimal & only on dirt anyway.
Tying together both rear steers with a simple dual steering arm should be sufficient...

It's not just Michelin. I had brand new BF Goodrich tires blow out on an old Jeep. Brand new less than 50 miles on the tread. But they were about a decade old. Luckily the tread peeled before blowing out so I was able to coast to a stop in the emergency lane.

You could always replace the tongue with a surge brake tongue that has a built in master cylinder. Any and all trailer manufacturers carry them. No electrical issues to worry about.
Did you apply that over the original CARC? That seems like the easiest solution. Paint over the old CARC with new CARC or equivalent substitute.
Can you brush on the Sherwin Williams stuff or do you have to spray it?
The Deuce frame is weldable. But try explaining that to a DMV inspector. It would be better to use bolts or rivets. The 5 ton is tempered & requires special welding techniques.

Will the invoice date change when it says PAID IN FULL? This happens AFTER EUC approval right?
Edit: PIF obviously means Paid In Full. Will that change the Invoice Date? I'm worried about the Invoice Date saying September 24.
