    Fuel tanks are a lot of work, and vibration is the main thing that takes out those small ones. Vibration is hard to engineer for, so if you can make a deal for a used one, it wouldn't be a bad thing.

    Why do you want to take the drums off the hubs? For that matter, new bearings? Without looking at them first - probably greasing them & re-adjustment, would be a likely solution. Often, those things haven't been serviced, forever, despite what the TM says.

    With ridged type trailers, such as tanks, loaded heavy, they don't twist much, before they start cracking. Flats, & even to some extent dry vans, are not that much of a problem on uneven ground. The articulated 5th wheel though, usually raises the trailer some.

    Commercial sliders should be common place items, and come contained, on their own plate. Some will have an air locking mechanism, that just requires an air switch, and supply.

    Isn't the hop caused by the wind-up of the springs. I would try fitting some torque arms. Even heavy trailers have a type of them, so they don't start bouncing/hopping, in sever brake applications. Keep the axles on the ground, and performance is enhanced.
