"IF" I had to use the M1031 PTO driven generator for a power outage at home, I would use the 208vac single phase outlet and the six 110vac outlets already on the panel. A few extension cords and I wouldn't have to worry about the 3phase to 1phase at all. I would just leave the 3phase outlet...

There is an explanation on the page which details how one can get single phase from 3 phase.
For the genset in question, no transformer should be required. However, balancing the load onto the 3 phase will be tricky without some work...
If you get the aux fuel pump running ( run a 24v jumper wire ), you can drain the tank out the back of the truck. There should be a Tee and a valve to open under the rear fuel fired heater.
I deleted my other posts...I was wrong. NPD732 is exactly right about the purpose of the wire in question...leads to the AUX pump used on the M1010.
However, the original poster should confirm if the wire is solid blue or blue with a red stripe as I believe it is. I found the same wire...

Per the TM wiring diagrams, the military plug is spliced from the other circuits. If the two harnesses are disconnected from the military plug it should not affect light operation or the addition of a "T".

If the TOP alt isn't working, CUCVFANs wire swap wont work.
You can try to fit a 12v Leece alternator into the top location on your truck. Check the dimensions and make sure they match the 24v model. If so, you can use the existing bracket. Then you can wire this alt to your 12v side.
