Yep now that your FDC is bypassed the droop screw does not act the same because the FDC wedge plate is no longer moving. Now every change comes through the twin nut main fuel adjustment. If you did change the setting on the droop now you are just changing where the main is set to. Did you read...

"Very low pressure flow" is one thing to make her run and higher pressure is performance.
This is why I have said if you have fuel flow to the head and no start then the problem is in the head most of the time.
Now for the real kicker would a motor start and idle / run if the fuel filter pressure relief was wide open or removed?

Yes there is circulation and that is with the pressure relief close and not letting any fuel leak past. The in tank pump alone will circulate fuel through the head back to the tank. Maybe you posted before I did?

If I understand your question how can the in tank fuel pump be returning fuel to the tank with the motor off. If it was not for the very small hole in the over flow valve it would not if your FDC was bypassed. Here is a picture of my return line with just the in tank running over pressure valve...
Yea if you can keep it running check pressures to start with. Believe your problem is in the head somewhere but if you can get it at least started then there is hope. Performance comes later.
