Wow, that looks a LOT like my truck. Same faded green color and black frame, fuel tank, aircleaner hat, etc., same black bedliner. I wonder if they came through the same place at some point.
Lubed speedo cable, had a bad bounce. Looked new and shiny so I didn't remove it, just disconnected the ends. Dribbled oil in the top end a little at a time and forced it through with a rubber tipped air nozzle.
Reminds me, there was an O-ring shriveled up in the Tcase end I need to get back...

If I had to guess, that rod is moved by the governor weights/throttle. It moves when throttle is moved with engine running.
Pull the plug out of the middle of the hydraulic head and measure how much the plunger travels up and down when you turn the engine over.

That's the flame heater for cold starts. Irrelevant for your starting issues. Most people delete them when they start to leak.
The injectors should be shooting fuel 3-4 FEET, not inches. 3000 skin-piercing psi.
