With town or service 60-80 miles, unless you are on steep hills a lot, just keep the standard brakes up. Dual circuit is great to have but a lot of work to change.
If you expect to "flip the hubs" you must be thinking of going to singles, maybe use adapters. A3 wheels are kinda pricey...
Here are a couple alternatives.
First two pictures are the 6 lug bolster/M1061 wheel with 12.5R16.5 on an M105 axle and the other 2 are 16" Ford truck rims. The 8 x 6.5 on the Ford is the same as 8 lug Dexter axles. Go to Etrailer for a huge selection already mounted.

Yea, definitely not a Cat.. not A3. The dual circuit brakes (and other goodies later incorporated in the A3) must give it away as a USAF.
Comment on the dual circuit brakes (although I know most would keep the USAF truck entirely original), if they are the same as the A3, they are a 50-50...
How do you know the model.... that it is a USAF truck from the description? Is there years where that was most of the production? I'm not familiar with them, but isn't that the dual brake circuit model?

I don't have one of these but the winches I have worked with had basically one way to secure the start of the cable, which should lay flat and be held securely. How would they start the cable backwards?
Is it possible that the drum could go on the winch assembly backwards (symmetrical).?
Be sure and post some part numbers for your block and valves. I have several blocks for D03 and D05 and 24vdc valves but I have never seen 5 circuits (even with some blocked) that will work with an open center system. Not saying they don't exist, just that I have not worked with them on...
